Update db config to fix db:create/db:drop

Updates to follow better practices with environment and heroku deployability

This makes them aware of RACK_ENV again since we're using that now.

We explicitly tell people to run bundle install, so this should be OK. Everyone has been getting boot errors because of a compatibility issue with an older version of backports. This will force people to get the newest and hopefully more compatible version.
